Then, you use the blade of sacrifice to kill them. If i remember correctly, it's should be a one hit kill. Another method to pass this is to kill all the Worshippers present. Boethias like the backstabbing, even of her own worshippers.

They will be sucked in and restrained, then you can kill them to make a sacrifice. Boethiah will possess the corpse and talk to you. If it doesn't, then you've hit a bug and should reload to an earlier save and try again.
