It's a slow start. By 1941, it has a lot of industrial capacity for a minor, and quite resource rich. Manpower is the biggest issue. It's a great nation to learn how to play defensively (on historical), and if you want to do a naval focused game, it's good to learn. I've played it a lot, and it's helped me to understand HOI4 navy quite well.
