If that doesn't work, shave the end of the dowel so that it is tapered and tap it into the centre of the washer. It will wedge in the washer and should be enough to hold it. Then pull it out. I found them stuck in the injector hole base at the bottom. I have tried ever tool to separate the washer from the base but with no luck.
